As president, Joe is responsible for oversight of all company functions including finance, facilities, planning and information technology. He is responsible for the day-to-day management of ongoing projects, including supervision of engineers, surveyors, drafting and clerical personnel to produce plans. He is further responsible for liaison with clients, supervision of the engineering design on specific projects and coordination with public agencies. Joe graduated from the New Jersey Institute of Technology (NJIT) Albert Dorman Honors College with a Bachelor of Science in Civil Engineering. Joe has over 18 years of experience in the fields of land development engineering and land planning and has appeared before numerous Planning Boards and Zoning Boards of Adjustment as an expert in the fields of land planning and civil engineering.
Personal: Joe is a Camden, NJ native and resides in Blackwood, NJ with his wife and their two sons.

Anthony Dirosa, PE, PLS, CME
Vice President
Business: As vice-president, Anthony contributes over 20 years of experience and expertise in land development engineering and land surveying. He is responsible for continuing the mission statement of Tri-State Engineering and Surveying. He is directly responsible for all land survey projects. In addition to his surveying duties, he has a major role in the creation of company policies, new project proposals, and project QA/QC. Anthony graduated from the New Jersey Institute of Technology (NJIT) Albert Dorman Honors College with a Bachelor of Science in Civil Engineering. Upon gaining his licensure as a professional engineer, Anthony went back to NJIT to complete his degree in Surveying/Engineering Technology and become licensed as a professional land surveyor.
Anthony began his over 20 years of experience in the field of land surveying while working in a survey field crew for his father's business. From there he moved into the field of land development engineering and is responsible for the design of numerous commercial and residential projects. He has appeared before many Municipal and County Planning Boards and Zoning Boards of Adjustment as an expert in the field civil engineering and has been qualified by the New Jersey Appellate court as an expert in land surveying.
Personal: Anthony was born and raised in Gloucester Township, NJ. He is a lifelong resident and currently resides there with his wife and two sons. When out of the office, he is often found volunteering his time at his children's school, extracurricular activities or sporting events.
